Mr. Mxyzptlk is obviously exploiting a loophole in that document, since "pranks" are never specifically mentioned. The language clearly banned "joke warfare", but left other forms of humor wide open for interpretations, such as pranks, parodies, and limericks. Hence Mxy's continued proliferation of prank warfare.
